Review Comment:
Adding HIveMetastoreClientWithLocalCache to TableFetcher is not possible as
TableFetcher is a part to hive-metastore module and
HiveMetaStoreClientWithLocalCache is under hive-exec module which has a
dependency on hive-metastore module.
The reason this is not possible is because adding this creates a circular
dependency between the modules hive-metastore and hive-exec.
