Re-opening as this is not yet resolved until we know for sure that the new installer works.

I have access only to a Windows 7 machine and there is works. @ndroock1 starting Geany behaves the same on the original 1.37 and the setup-2 installer? @codebrainz do you have a Windows 10 machine? > For me 1.36 does what I need to do.
