I've rebased and refactored a bit because of #12657. Logic around DST jumps is almost ready. I've also introduced a flag (sigh) `RoundTemporalOptions.preserve_wall_time_order` that flattens first ambiguous fold for floor (and should second for ceil) and would look like so:  The idea is we preserve UTC order by default, but with this flag we offer a way to preserve wall order as well. @jorisvandenbossche @pitrou any thoughts on this?
