   It is needed, apparently __builtin_popcount can rely on hardware 
acceleration when it shouldn't, I guess. Setting -DARROW_SIMD_LEVEL=NONE 
unfortunately did not get it work by itself. I built a wheel file. If you 
help/advise I will try to build it in a portable manner. Here is what I have 
now...
