I _think_ based on your description, yes, we should return a timestamp that is properly in UTC. What I then don't understand is what the point of the `Calendar` argument is in the first place; I suppose if we pass a non-UTC `Calendar`, we should localize the UTC timestamp to the given timezone? -- This is an automated message from the Apache Git Service.
