Review Comment:
   I think I am misunderstanding, so bear with me.  If 
PARQUET_ENCRYPTION_ENABLED the function parquet_decryption_config would not be 
defined to the end user.  Do we want to define these functions with an ELSE 
statement and then throw an exception if they are called?  Just want to clarify 
for my understanding
