I have removed `devtools::build` from r-binary-packages again, installing the dependencies just takes to long. It also makes more sense to add a specific 'prepare release' job, if we create more automation (e.g. cherry picking things) we can test that there as well. -- This is an automated message from the Apache Git Service.
