**UPDATE** I followed @amoeba [link](https://github.com/apache/arrow/issues/41046) he pointed me at. I completely removed XCode, and redo the Arrow update only. The update was successful. Somehow the XCode was interfering with other updates I struggled with but after uninstalling it, all packages updated successfully.
