- Currently, cloud fetch enablement is only configurable at the statement
level, and this is not exposed to clients outside of arrow-adbc repo
- Make these options configurable at the driver/connector level
Tested E2E with `{ "adbc.databricks.cloudfetch.enabled", "true" }`
