Others may think differently... but I think that a GH-XXX PR is more open (in The Apache Way) than a MINOR PR. We have "MINOR" for convenient. FYI: The related discussion: "[DISCUSS] Improving Contributor Guidelines" https://lists.apache.org/thread/t0h4ttqlz1g9mq4mw9lkw3dcmmnr2tvy So we SHOULD NOT require a related issue for a MINOR change. (It'll be inconvenient for contributors.) We can use a MINOR PR for a MINOR change.
