# Which issue does this PR close? - Closes #11490 # Rationale for this change RAT can accept an incomplete ASF header in a Rust file. HawkEye checks the canonical header and rejects that case. # What changes are included in this PR? - Replace the RAT CI job and release tarball check with HawkEye 7.0.0. - Check Rust and Python files, while preserving the existing header status of tracked files. Existing headerless generated and third-party Rust files remain excluded. - Remove the obsolete RAT scripts and exclusion list. HawkEye's configured scope is Rust and Python. Existing ASF headers in other file types remain in the repository, but this check does not validate them. # Are these changes tested? No standalone test was added. The CI job runs `hawkeye check --fail-on-unknown`; I also confirmed locally that removing the first three ASF header lines from a Rust file makes HawkEye fail. The repository check and release-style tarball check pass. # Are there any significant user-facing changes? No. -- This is an automated message from the Apache Git Service.
