The Go driver manager wrapper stubbed `ExecutePartitions` and `ReadPartition` as NotImplemented, even when the loaded driver supports partitioned execution. This PR implements both. `ExecutePartitions` copies each partition descriptor into Go-owned bytes and releases the C `AdbcPartitions`; `ReadPartition` returns a `RecordReader`. Tests check that `StatusNotImplemented` propagates with the bundled SQLite driver. There's also an optional Flight SQL partition round-trip test that runs only when a Flight SQL URI is configured; it wasn't exercised for this PR. -- This is an automated message from the Apache Git Service.
