URL: https://github.com/apache/arrow-rs/pull/12022

   # Which issue does this PR close?

   - Closes #11573

   # Rationale for this change

Fourteen published crates have no `README.md` and no `readme` key, so their
crates.io pages show no README (e.g. https://crates.io/crates/arrow-buffer).

   # What changes are included in this PR?

Adds a short README to each of: arrow-arith, arrow-array, arrow-buffer,
arrow-cast, arrow-cmp, arrow-data, arrow-integration-test, arrow-ord,
arrow-pyarrow, arrow-row, arrow-schema, arrow-select, arrow-string and
parquet-variant-compute.

   Each follows the existing arrow-csv / arrow-json / arrow-ipc READMEs: a
one-line description of the crate, links to the main repository README and
docs.rs, and the security section. Cargo picks up `README.md` automatically, so
no `Cargo.toml` changes are needed.

   # Are these changes tested?

Docs only. `cargo package --list` now includes `README.md` for each of these
crates.

   # Are there any significant user-facing changes?

   No.

AI usage: an AI assistant helped find the affected crates and draft the
READMEs from each crate's existing docs. I reviewed every description against
the crate's `lib.rs` documentation.
