Removed protobuf patch in commit bc95679 actually fixes protobuf CMake configure failures for both jobs. [test-conda-python-emscripten](https://github.com/ursacomputing/crossbow/actions/runs/41676613644/job/126058834130) failed because of retries and timeout 1h.
