Review comment:
       With this setting
   
   ```python
       min_rows_per_group = 10
       max_rows_per_group = 10
       num_of_columns = 2
       num_of_records = 49
   ```
   
   It writes multiple batches as follows:
   
   ```python
       dataset = ds.dataset(f_path, format="parquet")
       table = dataset.to_table()
       batches = table.to_batches()
      #output batches => [10, 10, 10, 10, 9] to a single file
   ```
   
   Somewhat doubtful to me how to show the `min_rows_per_group` actually works. 
Here we limit the maximum and minimum to be overlapped, so we should always get 
at least the regulated amount in each partition except in the last partition.
