Review Comment:
   is there a reason why this was being previously done? looks like based on 
https://github.com/apache/beam/blob/673da546c1465c931fdbbc5769e7d566ff55b4d8/runners/google-cloud-dataflow-java/worker/src/main/java/org/apache/beam/runners/dataflow/worker/StreamingDataflowWorker.java#L1420,
 there might be multiple map tasks returned from `GetConfigResponse` and we 
create a different `ComputationState` based on each `MapTask`
