[PR] Update routing of types into convert_to_beam_type in normalize() [beam]

   Parameterized built-in types were getting converted to typing equivalents 
before being passed to `convert_to_beam_type()` which was just converting them 
back to their original representations anyway. Additionally, collections types 
were not being passed through which could lead to incorrect mismatches (e.g. a 
processed internal `Sequence` hint representation throwing an error when 
presented with a `collections.abc.Sequence` type that did not get normalized 
correctly.)
