fixes #40402 Allows returning the message id with the wrapped error object from `runnerlib.WaitForCompletion`, so the caller can use it for classifying the error. I can return the JobError from the function, but it would probably be considered a breaking change. ### What I did: - Wrap a *JobError (Message, MessageID) with the same `job %v failed:\n%v` string - errors.As gets the id and existing string matching is unchanged -- This is an automated message from the Apache Git Service.
