The integration workflow waits for the cluster phase and an assigned load balancer IP, but neither proves the runner can connect to port 3306. Scheduled jobs have failed at that connection with JDBC timeouts ([example](https://github.com/apache/beam/actions/runs/40112092725)). Wait for TCP reachability before starting the tests, with bounded connection attempts and an overall deadline. Report the endpoint if it stays unavailable. Validated the actual helper with delayed, ready, and unreachable local endpoints. Workflow YAML, Bash syntax, ShellCheck, and `git diff --check` pass.
