Added the opt-out through setup-go's `cache` input in e20963a7dbe.
`disable-cache: true` now disables Go caching along with Gradle caching, while
the default keeps Go caching enabled with `sdks/go.sum` as the dependency path.
I updated the input description and PR description to match.
Validated the actual YAML expression with GitHub's `@actions/expressions`
evaluator for true, false, empty, and unset inputs. Hosted cache restoration
still needs confirmation.
