Review comment:
I thought we can use either
`ExpansionServiceRegistrar(TransformProvider)` or
`ExternalTransformRegistrar(ExternalTransformBuilder)`. Anyhow, it looks like
`ExternalTransformBuilder` is the one used with existing Java external IO
transforms.
I also added the new method to `ExternalTransformBuilder`.
