I will tentatively push a solution to both [BEAM-13827](https://issues.apache.org/jira/browse/BEAM-13827) and [BEAM-13856](https://issues.apache.org/jira/browse/BEAM-13856) based on the assumption that zero length files should not fail in the first place.
