Review Comment:
I prefer not to re-introduce `with_expr_planner` back for context provider.
It is better to use session state in context, and add planner into session
state.
Similar to SessionContextProvider
```rust
struct SessionContextProvider<'a> {
state: &'a SessionState,
...
}
```
