## Which issue does this PR close? - Part of #19241. - Stacked on #23011. - Extracted from #19390. ## Rationale for this change This is one draft PR in the `IN LIST` optimization stack. It reuses commit `48e938d36` verbatim so the existing stack can be reviewed one step at a time. After the `UInt8` bitmap path, this extends the same O(1) membership idea to `UInt16` using a larger heap-allocated bitmap. ## What changes are included in this PR? - Extends the bitmap filter implementation for `UInt16` values. - Uses a 65536-bit bitmap for the 2-byte value domain. - Routes `UInt16` static-filter selection to the bitmap path. ## Are these changes tested?
