Part of #23494. Mirror of the DataSource foundation for the sink side: add a `try_to_proto` hook to the `DataSink` trait, have `DataSinkExec` ride the `ExecutionPlan` hook (encoding input + sort_order via the ctx), and port the `FileSinkConfig` ⇄ proto conversion into `datafusion-datasource`. **Blocks** the file-sink sub-issue. See #23494 for the overall pattern and the ctx API. The reference implementation of this hook chain (and the FileScanConfig/FileSinkConfig serde port) is in the full draft #23496.
