N/A — release changelog housekeeping. # Rationale for this change The 54.0.0 changelog was generated and committed on `branch-54` (#2005) but was not carried over to `main`. As a result `main`'s changelog docs are missing the 54.0.0 entry, and the changelog `index.md` toctree stops at 53.0.0. # What changes are included in this PR? - Add `docs/source/changelog/54.0.0.md` (ported verbatim from `branch-54`). - Add the `54.0.0` entry to the top of the toctree in `docs/source/changelog/index.md` so the new changelog is included in the rendered docs. # Are there any user-facing changes?
