The ASF Allowlist Check is required for merging to `main`, but it previously
ran only when `.github/**` changed. That left ordinary pull requests waiting
indefinitely for a required check that had been skipped.
Run the check on every pull request and on merge-group entries, matching the
Iceberg Rust configuration.
Validation: `ruby -e 'require "yaml";
YAML.load_file(".github/workflows/asf-allowlist-check.yml")'` and `git diff
--check`.
