Benchmark-only follow-up to #26315 and apache/arrow-rs#11462. ## Rationale for this change Measure Arrow's RLE dictionary reader optimization with the NDV-capped Parquet path enabled. ## What changes are included in this PR? Pins the Arrow workspace crates to `Rich-T-kid/arrow-rs@55d9957a`. The two integration commits pin the exact Arrow PR base first, then advance only to the PR head so the benchmark comparison isolates #11462. ## What is the testing strategy for this PR? - `cargo check -p datafusion-datasource-parquet` - Repository pre-push format, Clippy, and typo checks - TPCH, TPC-DS, ClickBench partitioned, and wide-schema benchmarks with the RLE dictionary flag enabled and the NDV cap set to 2000 ## Are there any user-facing changes?
