## Which issue does this PR close? No issue filed. This keeps the macOS PR build running past the macos-14 image retirement. ## Rationale for this change GitHub retires the `macos-14` runner image on November 2, 2026 ([actions/runner-images#13518](https://github.com/actions/runner-images/issues/13518)). It is already cancelling jobs on it during scheduled brownouts. For example, `Build Native Library (macOS)` was cancelled on #7337 and #7349 with "This job failed because of a scheduled macOS 14 runner image brownout." After the retirement date the macOS PR build would fail on every pull request. ## What changes are included in this PR? Moves both jobs in `pr_build_macos.yml` that pin `macos-14` (the native library build and the aarch64 test matrix) to `macos-15`. Both images are Apple Silicon, so the aarch64 coverage is unchanged. ## How are these changes tested?
