This is good progress compared with the [original paired RLE off/on run](https://github.com/apache/datafusion/pull/24227#issuecomment-5675528213). ClickBench went from 71.16s vs 19.00s (3.75x slower, with Q33/Q34 9.20x/8.93x slower) to [40.14s vs 19.41s](https://github.com/apache/datafusion/pull/26816#issuecomment-6711827931) here (2.07x overall, with Q33/Q34 2.55x/2.43x slower). TPC-H also improved from ~11% slower to 6.6%, and TPC-DS from ~4% to 3.3%.
