Great, but what is each argument represented for is unclear to me?
I can only find this query in test.
`to_timestamp('2020-09-08T12:00:00+00:00', '2020-09-08 12/00/00+00:00',
'%c', '%+', '%Y-%m-%d %H/%M/%s%#z')`
Can I have `%+` in 3rd argument and what does this mean? Is there related
document about this?
