## Which issue does this PR close? - Related to https://github.com/apache/datafusion/issues/15455 ## Rationale for this change - @adriangb thinks there is an issue in the config flags: https://github.com/apache/datafusion/pull/16080 - I found the current behavior non obvious (see https://github.com/apache/datafusion/pull/16096) - I think @xudong963 also finds the behavior non obvious: https://github.com/apache/datafusion/issues/15455 ## What changes are included in this PR? 1.
