No, "collaborator" access to a repository grants you the ability
access the repository (pull, push, commit, clone, etc).

Your customer may not have the features enabled for the repository,
but if they just created it I believe the issue tracker and the wiki
are enabled by default. You can verify they are enabled through the
edit repository screen in the 'Features' section.

The best resource for comparing the account differences is here:
http://github.com/plans

Basically you get more space + more collaborators the higher you go.

Agile? sure as it gives you a pleasant, easy and somewhat reliable
place to easily share code with the rest of your team. From a
non-developer standpoint it might seem a little daunting but I'm sure
a little messing around with the issue tracker and its tagging
functionality would work. Take a look at rip
(http://github.com/defunkt/rip/issues) for a good example of what's
possible.

Personally I use a mixture of pivotal tracker + Github or basecamp +
Github. Both allow me to give an easy to use interface to the
clients(pivotal or lighthouse) and a developer friendly interface to
the devs (github).

I'm sure other members on this list have other experiences.
