Reload parsing is performed on a newly allocated , and is called only after
succeeds. On failure, is deleted, so partial mutations cannot affect the
active configuration. Startup likewise parses into a fresh instance and
terminates on failure. I nevertheless moved assignment to the successful end
of in d70059b77 to keep the object invariant clear.
