[P2] Isolate the remaining libswoc filesystem cases before enabling parallel
execution
This also splits `test_libswoc`, but `file::path::create_directories` and
`ts_file::path::remove` in `lib/swoc/unit_tests/test_swoc_file.cc:208-276` both
create and recursively delete `temp_directory_path()/"dir1"`. Previously they
ran serially inside one executable; now `ctest -j` can run them simultaneously
and one case deletes the other case's directory. I reproduced this using the
full `test_libswoc` executable built from this PR and this registration macro:
`ctest -R '^test_libswoc\..*(create_directories|path::remove)' -j2 --repeat
until-fail:100 --output-on-failure` failed in `create_directories`, while both
cases passed 20 repetitions each with `-j1` (using a dedicated TMPDIR). Please
give these cases separate temporary directories too, or assign them a shared
CTest resource lock, so the new parallel scheduling does not introduce
intermittent CI failures.
