Fixes two memory leaks in config reload tracking. Every reload leaked its progress checker, and a reload's task tree stayed allocated even after the coordinator dropped it from its history. A long-running server's memory therefore grew with each reload, and ASan AuTest runs that reload configuration failed intermittently on the leak report. The progress checker returned `EVENT_DONE` without deleting itself. It now deletes itself when it stops. The task tree survived because each subtask held its parent through a `shared_ptr`, and the parent holds its subtasks the same way. `_parent` is now a `weak_ptr`, which breaks the cycle.
