Review Comment:
   This only checks the method and negotiated encoding, not whether the 
representation is actually compressible. With no cached copy, an authorized 
`GET /image` using `Accept-Encoding: gzip` and `If-None-Match: W/"p1"` can 
receive an origin 304 with `ETag: "p1"`; this branch weakens it even though the 
corresponding `image/png` 200 would never be transformed. Preserve the origin 
tag unless transformability can be established from cached or response 
metadata, and add a non-compressible direct-304 case.
