Every PR runs the full set of PR checks, even when it only touches
documentation or repository metadata. Doc-only PRs are about 10% of
all PRs and still wait on every OS build and AuTest shard. PRs that
only change .asf.yaml wait up to an hour for checks that test nothing.
Since .asf.yaml marks all of these checks as required, a skipped check
still has to report a passing status for the PR to merge.

This patch has toplevel.pipeline list the PR's changed files from the
mirrored merge ref and assign the PR a CI tier. An .asf.yaml-only PR
runs no checks. Documentation, .github, top-level Markdown and editor
or agent configuration files run only the Quick Checks. Changes to
end-to-end tests in tests/gold_tests, or tests/uranium_tests once the
Uranium conversion lands, run the Quick Checks plus AuTest, unless the
change touches compiled test plugins. Everything else runs in full.
Toplevel posts a passing status for each skipped check without
starting its job. Any doubt, such as a failed fetch or a stale merge
ref, falls back to a full run, as does an explicit "[approve ci ...]"
   comment.

This patch also makes failed AuTest shards fail the toplevel build and
removes github_polling.pipeline, which only an abandoned 2023 test job
   used.
