Correction to my answer on question 4: git-daemon has to stay public. Before deploying, I checked the controller's git-daemon journal: about 450 `git://` fetches of `trafficserver-ci.git` a day, from the controller and the build agents. The 13 `Github_Builds/*` Jenkins jobs (ubuntu, fedora, rocky, debian, centos, osx, freebsd, cmake, autest, docs, format, rat, clang-analyzer) load their pipeline scripts from `git://ci.trafficserver.apache.org/trafficserver-ci.git`. Commit 5 reverts the loopback binding and fixes the README, which had called git-daemon diagnostic-only. On the lock-wait concern: the nightly repack takes about 10s for both repos, far under `update-mirror.sh`'s 300s `LOCK_WAIT`, so no change is needed.
