URL: https://github.com/apache/trafficserver/pull/13917

cmake-format (cmakelang) has had no release since 2021 and breaks on
Python 3.15, which #13883 worked around by pinning Python. This
   replaces it with [cmakefmt](https://github.com/cmakefmt/cmakefmt), an
actively maintained Rust reimplementation that installs through
`uv tool run` like our other formatters and needs no Python pin.

   The PR has three commits:

   1. Revert #13883, since the Python pin is no longer needed.
   2. Swap the tooling: `.cmake-format.yaml` becomes `.cmakefmt.yaml`,
      `tools/cmake-format.sh` becomes `tools/cmakefmt.sh`, and the
`cmake-format` target and pre-commit hook use cmakefmt 2.3.1.
   3. Reformat every non-vendored CMake file with cmakefmt (91 files).

The config intentionally does not try to reproduce cmake-format's
output. It only keeps our 120 column line width; everything else is
cmakefmt's default, so the reformat commit shows its natural style.
Notable differences from what we had:

   - Closing parentheses no longer dangle on their own line.
   - Keyword arguments get a hanging indent under the keyword.
   - Comment markup is enabled, so comments longer than 120 columns are
rewrapped (the license header is left alone).

Any of these can be tuned in `.cmakefmt.yaml` if we prefer otherwise.
Anyone using `tools/git/pre-commit` as their hook should copy it again
after this merges; the CMake configure step does this automatically.
