`test_abuse_shield_combined_rule` fails about one run in ten. Its 30 curls start at once, so every handshake can get past VCONN_START before the 11th request trips the rule. Nothing is then blocked, and the flood exits 0 rather than the expected 123. This patch accepts either exit status from the flood. It waits for the rule match, then sends one probe connection and requires it to be rejected, as `test_abuse_shield_block_expiration` already does. The `connections.rejected` check now runs after that probe, so it no longer depends on the flood. Testing: the test passed 20 of 20 runs in the Fedora 44 CI image. 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
