The Fedora build, URTest, and branch AuTest jobs still run on fedora:44, while Fedora 45 brings newer compilers, Python 3.15, and OpenSSL 4. Testing on the current release catches toolchain and library breakage before ATS users hit it. This change points those three pipelines at the fedora:45 image, which is now in the CI registry on every agent, and updates the ccache note for the newer image. Master already carries the test fixes Fedora 45 needs (apache/trafficserver#13976).
