ATS now has a doxygen CMake target that fails on documentation warnings, but nothing in CI builds it, so a PR can reintroduce warnings unnoticed until someone next builds the API reference. This patch adds a Github_Builds/doxygen job that configures with the ci-fedora preset on the fedora:45 image and builds the doxygen target, skipping branches that predate the target. The top-level pipeline runs it alongside Format, RAT, and Docs in the Quick Checks and posts a Doxygen status. The patch also adds PlantUML to the Fedora 45 image, since the target requires it and the image only had Doxygen.
