The ATS doxygen CMake target requires PlantUML, but the Fedora 45 CI image only installs Doxygen, so configuring with ENABLE_DOXYGEN fails when it cannot find plantuml.jar. This patch installs Fedora's plantuml package alongside Doxygen so a CI job can build the doxygen target on this image.
