The doxygen target fails on documentation warnings, which makes it useful as a CI check, but a full build takes about six and a half minutes and writes 3 GB, almost all of it HTML pages and rendered graphs. The warnings themselves come from parsing the comments, so that time adds little to a PR check. This patch adds a DOXYGEN_CHECK_ONLY option that keeps the doxygen target but turns off HTML generation, leaving the XML output. The target then finishes in about 20 seconds and still reports bad references, unknown commands, and mismatched parameters. Because Graphviz never runs, errors inside \dot blocks are not reported in this mode. The default build is unchanged.
