`ubuntu-latest` is moving to Ubuntu 26.04 (GitHub's runner-images announcement, issue 14748, planned to finish by 19 November), and 26.04 no longer has the old PCRE library, so `libpcre3-dev` has no installation candidate there. The nightly CodeQL run on `master` has failed at "Install dependencies" every night since 22 October. In [run 41560794223](https://github.com/apache/trafficserver/actions/runs/41560794223) (schedule, 3 November, image ubuntu-26.04 20261025.179.1) the step stops with ``` Package libpcre3-dev is not available, but is referred to by another package. This may mean that the package is missing, has been obsoleted, or is only available from another source Error: Package 'libpcre3-dev' has no installation candidate ``` and exit code 100, so CodeQL is never initialized and nothing is analyzed or uploaded. That is 13 scheduled runs in a row, 22 October through 3 November, all on ubuntu-26.04 and all with the same error. The last green one was [run 39529475770](https://github.com/apache/trafficserver/actions/runs/39529475770) on 21 October, on ubuntu-24.04, where apt still installed libpcre3-dev 2:8.39. What this changes: one line in `.github/workflows/codeql.yml`, `libpcre3-dev` comes out of the `apt install` list. The build only looks for PCRE2 (`pkg_check_modules(PCRE2 REQUIRED IMPORTED_TARGET libpcre2-8)` in CMakeLists.txt), `libpcre2-dev` stays in the list, and I found no `pcre.h` include or other PCRE1 lookup in the tree at f08c0c8, so this build was not using the package. On 24.04 nothing else changes. What I ran, in official ubuntu:24.04 and ubuntu:26.04 containers: `apt-get install --simulate` with the current list and with the changed one. On 26.04 the current list fails with the same error (exit 100) and the changed list resolves; on 24.04 both resolve. On 26.04 I then installed the changed list plus the build tools and headers the hosted image already has (gcc, g++, make, pkg-config, libssl-dev, libyaml-dev), and ran the same configure and build the workflow does (`cmake -B build --preset ci`, then `cmake --build build`) on `master` at f08c0c8 with no network. Configure found libpcre2-8 10.46, all 1713 build steps finished with GCC 15.2, and `traffic_server` links libpcre2-8 and no PCRE1 library. I did not run CodeQL itself or the Jenkins jobs. The workflow has no `pull_request` trigger, so CodeQL will not run on this PR; the `push` trigger on `codeql.yml` should run it once this lands on `master`. Would you rather drop the package like this, or pin the CodeQL job to `ubuntu-24.04` for now? -- This is an automated message from the Apache Git Service.
