Thanks for the suggestion Achilleas.  I had run bundle install first, but it 
appeared to run through very quickly, confirming that things were there rather 
than checking things through.  Clearing out vendor/bundle and running it again 
built everything from scratch, and I'm now running 6.8 with no further 
problems. :)

Probably you upgraded to a newer version of icu and charlock_holmes needs to be 
rebuilt. Did you run bundle install prior to db:migrate?

You might want to delete vendor/bundle/ and run bundle install from the 
beginning.
