Vikas is definitely right in saying that only questioning the situation
can bring to focus the points that usually resides in the backdrop. This
inevitably entails the voices of the marginalized that have virtually no
say in dicision-making process which forms the heart of e-governance
models. This is especially the case pertaining to south. One thing
though I would like to point out. Unavoidably, what we at GKD formalise
through our suggestions demands a shift from a subversive environment to
a healthy one through not just democratising of information but of
attainment of the state which is a prerequisite to constructive usage of
e-governance models. This would call for constant questioning, but in a
distributive manner. It would be safe to declare that these questions
shall be generated by masses whose opinion at a secondary level be
mobilized by civil society outlets in a more formal manner. Therefore
perhaps it's important for an early adaptation of ICT led phenomenon
that the entire process is applied in a fragmented way so that inclusion
of masses could be analysed right from the beginning viewing their
potential to digest the upgradation and thus recommendation of
appropriate actions. The otherwise scenario would not only be unhealthy
towards this global wave of converging technologies but would also be
underutilisation of the potential that it possess. Also in this way,
more appropriate approximation in terms of transaction cost for
decision-making process could be brought about and be analysed for its
viability.
