Dear Colleagues,
Further to some of the postings relating to e-governance in South and the
one by Aman of SDNP - Lahore on distributivness element of Civil Society
questioning, I open up a new perspective of "Voice".
In my own experiences, people have two choices to act in a particular
disadvantageous situation - either "EXIT" from that system or raise their
"VOICE" in the system. EXIT mechanism is largely available to resourceful
people having financial resources or intellectual resources to get away from
a disadvantageous situation and migrate to where they are not in a
disadvantageous situation. Examples of such processes are brain-drain,
formation of rich/ posh microcosm (small world) etc.
The poor only have the "VOICE" option as they cannot leave that system.
E-governance needs to be a tool for such people who can use voice their
concerns and use them to influence the situations in which they are living.
E-governance has to be a media to effectively create a stronger,
consolidated VOICE and forcing decision-makers to take cognisance of it.
There is certainly a need for a lot of momentum on this particular aspect of
development. ICT is as powerful as one makes use of it and there is a clear
potential of it in area of GOVERNANCE as we can see from the many case
-studies documented on the site of Digital Governance at
http://www.digitalgovernance.org
