Dear GKD Members,
This is my first posting. I am currently in the process of finalizing a
District (100 districts) based E-Government Action Plan. The
implementation will commence within few weeks.
My understanding of E-Government in simple terms is as follows:
1. Convert the M-Government (Manual) to E-Government (Electronic) to
improve efficiency and productivity of services
This means developing software for
- Personnel system
- Budget and Expenditure
- Revenue collection system
- Procurement
- Facilities management
- Inventory Management
- Projects management system
- Department specific Services
- Monitoring system
- Complaints and enquiries system
We have already developed most of the systems in Visual Basic /
Microsoft SQL Server.
2. Provide access to Government Information to improve transparency,
accountability and Governance.
The above information will be made accessible on the internet and at
department level. More importantly it will be used by the elected
representtaives for monitoring the status of plans.
I need some information on:
- the details "Rules and Regulations" which must be in place for the
E-Government system to work (e.g.. All old/new reports must be registered
with the E-Government Dept. Willful misrepresentation of data will be
punishable etc.)
- Role and responsibilities of District E-Government Departments
(probably the traditional role of IT depts (i.e Hardware/Software/
Training/Mtc etc.)
In my experience Government department do not provide information if it
is not part of rules.
- details on E-Government software for developing countries.
